On November 2nd, there will be three proposed constitutional amendments on the ballot for you to consider.  Today I will give you some background on the first one.  In the coming days I will address numbers 2 and 3.

 Amendment One

"Shall Section 6 of Article X of the Constitution of Virginia be amended to authorize legislation that will permit localities to establish their own income or financial worth limitations for purposes of granting property tax relief for homeowners not less than 65 years of age or permanently disabled?"

Under current law a county can grant partial of total exemption for only those who have extraordinary tax burden compared to their income and net worth.  The change would allow each county to decide the level that would set to qualify.  Right or wrong, there will be pressure in each county to lower the requirements to relieve more individuals the tax rolls.

What Happened to the Missing Budget Debate?

Why did the United States Congress ignore their number one annual responsibility to pass a budget this year?  In past years, the national media was very critical when the budget was not completed by the start of the Federal year - October 1st.

This year the media simply ignored the fact that Congress not only failed to finish a budget, they did not even start debating the budget! The last week of September, Congress simply voted to kick the process down the road a couple of months.  Interesting how that vote got them past the election.  I wonder if they were simply ashamed of how much they were going to add to the national debt or maybe how much they will raise your taxes.
